Streetlight switch-offs: A failed experiment?

With concerns from residents about crime and road accidents on unlit streets, and the rapidly improving performance of energy-saving technologies like LEDs and controls, is the era of streetlight switch-offs now in the past?

Why arn't movement sensors used? Isn't this the most obvious solution ever i.e. light when people require light, else OFF!

There are so many better ways to save energy than just turning street lights off. I'm glad we're getting beyond this.
